GOSPLAN is the economic wing of the Party, responsible for managing our collectively-owned companies. The concept is to democratize the management of industry, which is a fundamental component of Socialism. Of course, nobody receives any profits from the companies; all profits belong to the Party!
As with all areas of the CPSU, GOSPLAN may be modified if the majority of the Party agree to such. Below I will explain the current GOSPLAN structure.
The head of GOSPLAN is the Commissar of Trade and Industry, who must be elected. Under the Commissar are the Economic Directors, who also must be elected to their positions. It is these Economic Directors who are responsible for the everyday management of the companies.
Commissar of Trade and Industry
Whilst Economic Directors are busy with the minutia of company management, it is the responsibility of the Commissar of Trade and Industry to keep an eye on the overall state of the Party’s companies and the national economy.
When the Party issues a new economic directive, it is the Commissar’s responsibility to co-ordinate the Economic Directors to fulfill the orders.
The companies are held by Organization accounts which we call Communes. The Commissar is responsible for managing the Communes. Economic Directors are constrained to managing the companies – only the Commissar of Trade and Industry may manipulate Commune accounts. If, for example, Economic Directors require Commune funds for their companies they must ask the Commissar of Trade and Industry to execute the transfers.
Economic Directors
There are three Economic Director positions:
Director of General Logistics – manages Oil, Moving Ticket, Iron and Weapon companies
Director of Public Welfare – manages Grain, Food, Diamond and Gift companies
Director of Public Works and Infrastructure – manages Wood, Housing, Hospital and Defense companies.
The Directors are limited to managing the companies in their respective industrial sectors. Having Economic Directors manage entire related industries simplifies the co-ordination of resource and worker allocation.
Economic Directors can only manage the companies in the Commune accounts – they may not fiddle with the Communes themselves. For example, if an Economic Director needs more money in one of the companies, they cannot transfer money from the Commune account to the company account themselves – they must contact the Commissar of Trade and Industry to do so.
Economic Directors are responsible for the day-to-day management of the companies; hiring and firing workers, wage allocation, buying raw materials, selling products, sending profits to the Commune etc. Of course, Economic Directors must do all these things according to the desires of the Party. If they are found to be managing the companies wrongfully they will be quickly dismissed!
New Ideas
The CPSU encourages all eRepublikans to contribute new ideas for improvement. Here are some ideas relating to GOSPLAN that are currently being discussed by the Party:
Economic Director’s Contract: Newly elected Economic Directors would have to sign a contract which clearly defines their powers and outlines severe punishments if they are caught abusing their position!
Bank: At the moment the Communes hold all the Party’s money and gold. Since Economic Directors have access to all Commune accounts, there is a greater risk of colossal thievery! If we create a new Organization account to hold all the Party’s funds we could have a “bank” that would only be accessible to the highest Party members, such as the President and the Commissar of Trade and Industry.
